who are out of work.

Clearly it was not literal, as picks and shovels are vansihing from work
sites. These days we hydro vac and power excavate.

As the people of the US of A have pointed out, they want their
infrastrusture improved as it has been left to run down. Maintaining an asset may look like a waste of money, but time will show why it is not if you take the no mtce route.
