    How very convenient for National. They put pressure on Housing New
    Zealand to deliver dividends and reduce stock, and also underfund
    staff so they do not have time to deal with many client difficulties.
    Then along comes something they can use - if a tenant misses a
    payment, or the property is one that they want to sell, then get it
    tested for P - that ensures that the clients have to move - they are
    tainted with the accusation of having caused contamination so they
    can't get another Housing Com property, and the house can be dressed
    for sale at enormous propfit for the P testing industry - wins all
    around to those that matter, with the added thrill of a statistic to
    bash beneficiaries about! National pollie dream result - there is the
    added bonus of knowing that those people would never have voted for
    National as well! Sure housing corp will have high turnover from
    disgust at Govt policies, but there are always plenty of unemployed to
    recruit, and if it gets too bad just privatise!
