Once that lame effort failed he laughably tried to suggest "successive" meant terms of National government. Just a stupid argument as anyone with at least a 3 digit IQ refers to this government as the "Fifth National Government" when referring to 2008-
and the previous government as the "Fifth Labour Government" when referring to the Labour led government of 1999-2008.

First we have to take the letter you posted above with a touch of
suspicion - we do not know what you asked - it may have been a
different question from the the one you imply they were answering, and
we don't know if you have changed the words of the letter. But lets
give you the bebefit of the doubt, just for argument's sake, and look
at what their website actually says.

1999 A report of a Ministerial advisory Committee. It called on major
changes to Social Welfare, but did not ask for an inquiry into
historical abuse of those in state care.
2007. Report of the Confidential Forum for Former In-Patients of
Psychiatric Hospitals. A forum set up by Labour : "The Confidential
Forum for Former In-Patients of Psychiatric Hospitals (the Forum) was
announced by the Government in 2004 and established in 2005. It main
purpose was to provide an accessible, confidential environment in
which former in-patients, family members of in-patients, or former
staff members could describe their experiences of psychiatric
institutions in New Zealand in the years before November 1992 (at
which date the current mental health legislation came into effect). "
No call there for a general inquiry into all those who had been in
state care - but note that Labour had responded to concerns - see the
next link . . .
2015 - Final report of the Confidential Listening and Assistance
Service 2015. All credit to National for not stopping the initiativce
started by the previous Labour government - from the report it seems
that, in that particular instance of failures of state care,labours
initiatives had been at least partially succesful.
2016. Government response to the 2015 report. Its worth reading -
there is nothing there to support any concern by the Human Rights
Commissioner for a wider inquiry; as can be expected by this time
(Anne Tolley was by then the "responsible" minister) there were some
concerns about the process for dealing with claims - see the section
inclusing paragraphs 22 to 28.
From these links, there is no indication that there was any general
call for the sort of widespread review/inquiry that is now being
called for - and certainly not prior to 2008. I am not saying that
there was no such call by a small number of individuals - we cannot
know that from the website, but it does not appear that JohnO's
assrtions earlier in this thread that there were significant calls for
a general inquiry pre November 2008.are supported.
The neveragain website then gives media articles calling for a state
abuse enquiry - the first article that appears to address general
issues and concerns is probably the article dated 16 May 2013 NZ
Listener Article. State Wards: treated worse than animals" , and the
next one of 9 Feb 2015 "RNZ Delay in resolving abuse claims" - that
same day also saw the first call that I can find for a change to the
overall process "Call for independent tribunal for abuse victims in
state care"

Now I am not saying that a more general inquiry is not justified -
further information has come to light in the last few years, but the
gneral running down of support over the last 8 years has undoubtedly
meant that many people are looking for any way of getting support from
a government where there is no evidence of any actions since the Forum
set up by Labour finished in 2015.
The abuses (and undoubtedly there were some) will have ocurred under
both National and Labour governments going back pre-1992; but it is
not surprising htat National - the "Do nothing if not forced to"
government, has managed to - "Do Nothing!"
Whether that reality is not known to Susan Devoy, or whether she has
succumbed to the NAtional mantra in relation to any rong that Īts all
OK - "we aren;t the only ones to have been wrong", or whether this is
a ham-fisted attempt to distract by JOhnO we can't at thsi stage tell
- but if anyone has evidence of widespread calls for a general inquiry
into past state care abuses more generally, do post it - but I suspect
that if there had been they would have been recognised on the www.neveragain.co.nz website . . .
