    National clearly think they are on the way out, so its grab what you
    can while the going is good. The only problem with that view is that
    this is nothing special for National - they have been similarly
    corrupt before; the pnly way to stop the rorts is to vote them out.

    1. Because they know that a particular person has appropriate skills.
