It doesn;t give much onfidence of the accuracy of the reporting, but
the import of what he is saying is broadly supported by the Yale
study. Certainly the list of government inadequacies appears if
anything a little understated. What we do know is that until a few
months ago National were denying there was aeven a major problem let
alone a crisis - and now Paula Bennett is saying they had no idea it
