    I am not naive enough to believe that NZTA always get it right but they did with the Kapiti expressway.
    On budget and early it was built by an alliance and not by a single contractor, the local council was and is a non-commercial member of the Alliance and influenced the decisons for the benefit of their constituents. The alliance model is superb, ensuring that the members have to agree and cannot resort to litigation. There are some teething problems, the main one being noisy patches which were always planned to be re-sealed anyway and which should probably happen earlier. Reports that it doubles the time to travel to Wellington are misleading at best and mischievous at worst. Off peak travel is reduced by 15 minutes for anyone north of Waikanae. The bottleneck is inevitable and results entirely from a long delay in approving Transmission Gully, and has nothing to do with the expressway design or construction. There will always be bottlenecks in Wellington due to the topology and the short sighted decision to not build a four lane highway all the way to the airport. Good on NZTA and good on the government for insisting that it be built as part of the corridor we so desperately need.
