    households."

    The exclusion of housing costs nicely ensures that the figures are not comparable with other countries - and for New Zealand we know that the reduction in home ownership under National is already leading to more
    elderly people seeking food bank assistance, and that will only have
    got worse since 2016 get worse. (International comparisons allow for
    housing costs).

    So despite the word "poverty"not being allowed under Nat-speak, there
    is a relevant government report that appears to have been slipped
