    He's not in the government so he's the opposition, regardless of how he aligns.
    And that's the way he votes.

    But when it comes to forming a coalition, history says he will form with the largest party.

    Yet even here Labour is coming a poor second to National in popularity
    and obviously cannot become government without the dead albatrosses of

    He doesn't want to influence a small party, he wants to be a big player in or joined with the biggest party he can.

    But no. Under Bill English the polls are not shifting and Labour are still at around half of National.
