The lawyer is apparently incensed.
What is the problem? The prisoner committed a third offence, it would have been an offence outside of prison but anyone with more than 2 brain cells would agree that it is worse because it was committed in prison where the rules of bahaviour are necessarily tougher.
It is a law that was brought in to try to limit the number of repeat offences. He can rot there so far as I'm concerned.
