    Unemployment has a practical lower limit which is around 4% - we're not far from that.

    There are many jobs in NZ that can't be filled or require imported seasonal labour to fill. Many employers find it difficult to keep jobs filled as employees just give up when the going gets tough.

    (in Auckland cbd) than he got from the dole. It was a life style for him
    and it seems for many others.
