    Unemployment has a practical lower limit which is around 4% - we're not far from that.

    There are many jobs in NZ that can't be filled or require imported seasonal labour to fill. Many employers find it difficult to keep jobs filled as employees just give up when the going gets tough.

    Saw an interview with a pan-handler a while ago and he was making more
    (in Auckland cbd) than he got from the dole. It was a life style for him
    and it seems for many others.

    Wonder if Rich has a 'out of work with ten starving kids' sign by a
