    But if the door is shut and locked, is it considered a "public place"?

    I don't think there is any time limit for those genuinely "spending a
    penny".

    It's hard enough for a lady in a full skirt, fifties style, to use an
    average sized toilet these days.
    And most rugby players are much larger than the average person.
    How on earth would two people performing manage?
