    It used to be that a state house was for the relatively poor until they
    could get on their feet and either go into private rental or the house
    market.
    From the above it would seem that a sense of entitlement has crept in

    They've offered to sell it to her. Surely she could find a buyer to do a
    deal with by staying on as tenant, or to set up a rent to buy scheme.
