Not horror, more of a high tech crime thriller starring Tommy Lee Jones.

Jones plays a theif who's hired by the CIA to steal a data tape from
some corrupt corporation they're investigating, which contains
    incriminating evidence.

Pursued by armed goons, he ends up hiding the tape in the back of a
prototype performance car he spots at a remote gas station. But before
he can recover it, the car is subsequently stolen by a group of car
    jackers, lead by Linda Hamilton.

Seems her Boss, played by Robert Vaughn, is financing his real estate
projects using money from the stolen car ring. So now he has to work out
a way of stealing the car back, so he can get back the stolen tape.

Written by John Carpenter of all people, it was kind of like watching
The A Team rescuing the car from Knightrider (the supercar seemed eerily similar to KITT in many ways).

Passed 90mins reasonably well, but thats about it.

I haven't watched BLACK MOON RISING since it was first released on VHS
but recall it being a pedestrian effort. It does have a great cast
though that includes Richard Jaeckel, Bubba Smith (!), Keenan Wynn and
    William Sanderson.
