    LOS ANGELES-- The Los Angeles Times editorial board on Wednesday threw its support behind relocating dozens of homeless residents living in RVs indefinitely parked along Malibu’s coastline.

    The beach parking spots along the Pacific Coast Highway in Malibu are open
    to the public. But the paper asked, “Does public access mean someone can
    stake out a parking spot...overlooking the beach indefinitely?” the
    editorial board questioned.

    At least 81 vehicles were tallied in last month’s homeless count of Malibu
    up from 61 last year.

    While it’s a small percentage of people living in their cars in Los
    Angeles County, those residing on the highway in Malibu are both taking up coveted parking spots and hurting the environment since some are dumping
    their septic tanks on the road and into storm drains, the board wrote.

    The city of Malibu has proposed restricting overnight parking near Las
    Tunas Beach and Malibu Pier to deter the homeless from staying there for
    long periods of time, but promises to take an “empathetic” approach to relocating residents.

    “These parking restrictions seem reasonable,” the board wrote. “Homeless
    people have as much right to access parking along the coast as anyone
    else. But they don’t have the right to commandeer sought-after parking
    spots along the coast for weeks or months — any more than other visitors
    in cars have the right to hog parking spot [or] to pollute the coast.”

    The editorial board wrote they are ordinarily “reluctant to see the
    authorities roust homeless people from where they’re sleeping unless
    there’s a plan for where they should go,” but decided to support it
    because of the city’s “comprehensive and empathetic approach.”

    They added they hope the city will find alternate parking for those living along the highway or, preferably, housing.

    some county controlled, and some city controlled. The authorities use
    that confusing state of affairs to hassle car-campers who don't know
    whose jurisdiction they're violating.

    My advice is. outside city limits, take the citation and go to court to
    plead 'motorist resting' as required by the DMV and state law, if the
    camper is only parked there and hasn't set up an 'encampment'.

    How about "No Parking between sunset and sunrise".

    Treating everybody equally cannot be discrimination
    against the homeless. In the Florida Keys they have
    "No overnight parking" signs everywhere along Highway
    US-1 and they enforce it. If they didn't there would be
    RV's, camping trailers, tents, etc. everywhere.

    That's what the city and county here do with beachfront they control.
    Don't expect that from the state. Their own laws require a driver to
    pull over and rest when tired. Anywhere safe. Period.

    So you end up with people tying up allthe parking spots in city and
    county lots sleeping in the daytime.

    One answer is Patrolled Camper Parks and the requirement that the
    vehicles move every 24 hours to give other campers a chance.

    "Homeless" is a state of mind. You're only "Homeless" if you feel the
    place you are at isn't your home. For instance I've lived in this Ca city/county for 42 years and the combination of gentrified rents, an
    injury that kept me from working reasonably paying light-industrial jobs
    (which the city and county also demolished in their rush to
    gentrification) and a $1k a month SS retirement check, and I'll be
    fucked if anyone can tell me I'm homeless. HOUSELESS. Housing-Deprived.

    FWIW most of the houseless here, if not local, are from the region, and
    in the summer mingle with the nomadic travelers that seem to be fewer
    every year. SInce this isn't the 60s and few of them expected to be
    street people, there's a large number of alcohol and drug addicts...
    .People who 'hit the escape button'. Quite a few are local kids who grew
    up in a town literally spitting them out. That HAS TO be bad for a young person's psychology. TRhe local NA and AA halls are full of them, not
    the typical 'wino' or middle age addict. The town's own children.
