SALT LAKE CITY (KUTV) — As Utah's homeless fill up Salt Lake County's new shelters, we're learning some of those people are being shipped to Utah
from New York City, all without the state's knowledge, according to a
report from the New York Post.
New York isn't just focusing on Utah, however, the city is dispersing its homeless population across 373 cities nationwide.
It's all part of former Democratic presidential candidate, and current New
York City Mayor Bill de Blasio's plan called the "Special One-Time
Assistance Program (SOTA)." De Blasio's SOTA program gives homeless
families a year's worth of rent.
Through a separate program called "Project Reconnect," New York funds
travel expenses such as flights and bus tickets for the homeless to get to their new homes. Bus tickets for a family of four from New York City to
Salt Lake City would cost New York around $800.
SOTA started in August 2017 and so far has sent 5,074 homeless families,
that's 12,482 total people, to cities across America. To qualify for SOTA homeless people and homeless families must "prove they have been in a New
York City shelter for at least 90 days and that their household income is
no more than twice what it owes in rent."
So far, SOTA has cost New York taxpayers $89 million on rent alone.
New York officials say the move is saving the city money on homeless
shelter funding, which typically costs the city $41,000/year per family.
The average rent costs the city is paying by shipping its homeless
elsewhere costs, on average, $17,563/year per family.
Outside of The Big Apple, many city and state-level politicians were
outraged upon learning New York's homeless people were shipped to their
areas.
Michael Yenni, president of Jefferson Parish, Louisiana, which includes
the city of Metairie said:
So in other words, if someone is in a shelter, y’all will give them money
to go somewhere else if they have been there for 90 days? And some of
those people have been sent to Metairie? I’m not in Mayor Bill de Blasio’s shoes. I don’t sit behind his desk, and I never will, but it’s certainly interesting. You have shocked me down here in beautiful southeast
Louisiana.
Harrisville, Utah Mayor Michelle Tait was so surprised to hear the news
that she thought NY Post reporters had the wrong number when they called
to ask her some questions. Those reporters were asking if SOTA recipients
in Harrisville were connected to social services once they arrive.
Tait explained the questions:
Are they just cutting them loose and saying, ‘Here you go’? Or are they
making sure they don’t find themselves in the same situation a year later? According to politicians in New Jersey, where 2,226 SOTA families have
moved to, nothing is being done to make sure these homeless families and individuals aren't in the same situation a year after receiving SOTA assistance.
Nate McDonald, the communication director for the Utah Department of
Workforce Services, refuted the Post's report in a statement to 2News on Monday:
"We are currently not seeing any evidence in our data system that New York
City is sending homeless individuals to Utah," he stated in an email.
Critics in New York say the program is filled with problems and has failed
to lessen the city's homeless population.
Many of the homeless New York has shipped out have returned to the city.
Some are actually suing New York, saying they were abandoned in "barely
livable conditions."
Sade Collington's family were moved from the Bronx to an apartment in East Orange, New Jersey that had no electricity, heat, or water.
Collington, who plans to sue New York City, said:
It was completely unlivable. We could not stay there any longer. We went
to a shelter for another six months.
Collington's ordeal was one of several SOTA families featured in a CBS 2
story highlighting the unlivable conditions many were housed in and how
their complaints were ignored by New York City officials.
Jacquelyn Simone, policy analyst at Coalition for the Homeless, told the
NY Post:
We were initially seeing a lot of complaints about conditions. Now that
the program has been in operation long enough that the SOTA subsidy is expiring, one of our main concerns is it might not be realistic for people
to be entirely self-sufficient after that first year.
After receiving a year's worth of rent, many homeless families were not
able to become self-sufficient in that time-frame and were left on their
own, often returning to homelessness

The mayor of Irvington, New Jersey, which has received 278 homeless
families, said:
[I am] highly disturbed by the lack of communication from New York City
and the lack of oversight of this program by the city. SOTA recipients are
the population of citizens who require ongoing social services and
resources Therefore, once SOTA ceases funding, program recipients end up
using our state and local resources to maintain themselves.
Attorney Joshua Goldfein, whose firm represents SOTA families, said:
We suggested that DHS (Department of Homeless Services) reach out to
people as their subsidy runs out to confirm they will be secure and not
have to re-enter shelter, but the agency told us they have no plans to do
that.
Newark, New Jersey received 1,198 SOTA families and is currently working
on an ordinance banning New York from sending them their homeless.
Isaac McGinn, spokesperson for New York's Department of Homeless Services
said:
[The city] remains committed to using every tool at our disposal to help
these families and individuals find stability in the ways that work for
them. Any American, including any New Yorker experiencing homelessness,
has the right to seek housing where they can afford it and employment
where they can find it.
