    Dangerous New Bill Would Expand the Patriot Act

    September 25, 2018 by Rights & Dissent

    The House of Representatives will consider a dangerous bill under suspension of
    the rules (a procedure to quickly pass supposedly non-controversial bills) on Wednesday. Known as the Empowering Financial Institutions to Fight Human Trafficking Act of 2018
    (HR6729), the bill would expand Patriot Act surveillance and increase Suspicious Activity Reporting.

    HR 6729 would create a new structure for non-profits to report ‘suspicious’
    activity related to human trafficking to banks and other financial institutions, but clears them of any liability for reporting information they know to be false or even
    purposefully malicious, or motivated by racial, ethnic, religious animus, or for personal, political, or financial gain. The process would increase the number of Suspicious Activity Reports filed by banks (already over a million each year), and the bill
    does not include any process for individuals (who may have been wrongly accused) to defend themselves or appeal. Always risk averse, banks would be inclined to close accounts and refuse to do business with anyone or any organization reported to them as
    suspicious.

    The bill also gives the Treasury Department authority to create new regulations
    on information sharing that could expand warrantless surveillance under Section
    314 of the Patriot Act (something Treasury has tried to do repeatedly). The information
    sharing would not be limited to human trafficking, but any suspected unlawful activities.

    call for a one-week delay to allow for an investigation.

    Democrats made a motion to subpoena more witnesses to the sexual
    misconduct accusations, but that was defeated, 11 to 10,
    with Mr. Flake’s support.

    Flake then held a conference call with Ms. Collins and
    Ms. Murkowski to ensure that he still had their support
    and that they agreed to a one-week delay. They did.

    With some help from his like-minded Republican colleagues from
