    It's not all bad news, though, since many individual US states
    are now on track to exceed the initial targets (Obama wanted to
    cut emissions by roughly 32 percent below 2005 levels by 2030)
    even in the absence of federal regulation. As a result, many
    environmentalists contend that the original rules were too WEAK,
    not too aggressive. Trump's EPA is making the rules far weaker
    still, and also providing loopholes to get out of enforcement.
