You're setting the scan pointers, but have you added these areas to your scan configuration? If I recall correctly, there is a separate item for this on the QWK config menu. ("Set scanned areas" or something along those lines.)

I am using the current version of Synchronet running under Windows 10 and I have the proper permissions and groups but its not downloading the fidonet echoes.

My guess is that you have it configured to download messages "To you" only.
