If there is an SBBS 3.20, sure, it would have an installer for Windows. The next release is most likely to be v3.19 however, and yes, it too will have an installer for Windows.

Skipping numbers is not uncommon, ie v2.30c Dec 14, 1999 then the next release was v3.00b June 25, 2000.
