I think by "uptime" he means continuous operation of the Synchronet/sbbs process (not rebooting or restarting of the program):

$ finger .stats@cvs.synchro.net
...
uptime = 8 days, 18 hours, 55 minutes and 43 seconds

I've definitely had over a 100 days of uptime for sbbs on cvs.synchro.net, but when I'm actively developing/improving the software, I have to restart the processes to run the latest and test. vert.synchro.net gets restarted more frequently since that my
desktop/development system with a nice graphical debugger, etc.

bind a port without a restart of Synchronet so I can keep my uptime??

It's most likely a TCP problem, but you can work-around it a couple of ways: http://wiki.synchro.net/faq:tcpip#bind
