Well if it's 0 bytes then there is nothing to open.
Sounds like a file lock to me. Perhaps shutdown MIS remove the 0 byte file
and all should be well after you restart MIS

Disk space issue? Locked by another process like MUTIL? Or do you have multiple copies of MIS running somehow and one has the file locked?

no have over 500g and only one mis. the file gets sent to him i see that in
the mis screen.
