Try running this first, then the previously mentioned command:
sudo software-properties-gtk

What i did was run : sudo apt-get install unrar-free
then went into the archive command line for rar and changed rar
to unrar and it works now.

Can try the following:
sudo software-properties-gtk
sudo apt-get update
sudo apt-get install rar

if nothing then get the free one works just as well.

sudo apt-get install unrar

In the command line i replaced rar with unrar - works now

I'm not entirely sure but I think that rar is a commercial product and you
have to purchase it. The only option that is available is unrar. You can install and use unrar. All you can do with it tho is (you guessed it) un-rar
a rar archive. There is no ability for it to archive it back.

Yes, it's called unrar-free.
sudo apt-get install unrar-free
on the pi that will work and has for a few years now, back under 1.10 & 1.11
it wasn't there, but is now.

On the Pi that's the only one there by default. Perhaps there's a place for that in the wiki? Something to do with Pi rar?

I'm fairly new to linux, but on my ubuntu 16.04 system, I can just install
the rar package and it finds it and works fine. Maybe different
distributions use different repositories.

try to install unrar. it'll install a binary called unrar that can be used in same fashion as rar.
