I just documented it on the Wiki as I realized it wasn't there. But you're right it should just scan the current group when left blank. I
just tested it here and it seems to be working on my BBS.

Yes this is sort of true. When you do a global it just ignores group checking. So in other words if you have g1|g10 they'll both be "true" always when doing a global scan.
There is no "private" setting there is a hidden setting, which only
hides it from the group listing (when a user is changing/selecting a group, kind of like the "list ACS" in a message base). It sounds like there might be a little confusion as to how the hidden flag works.
