In my opinion they already do. System76 is a little expensive, but I was
able to get a good Zareason laptop 4 or so years ago with linux installed. There are also several single board choices out there, some of which are powered by intel, that all run various flavors of linux. I have a
raspberry pi and an up board. Both running linux, I am happy with both
for what I use them for.

Pinebook makes a single-board computer built into a small laptop, think they're $99 or $149. They run an ARM chip, so software has to be able to compile on it, but they look intriguing.
