I couldn't find a specific telnet app for Android I liked. I ended up installing Termux and then can telnet/ssh as I like. Generally
speaking that has worked out well for me.

It has ads ($2.99 to remove). It doesn't do ANSI (I don't think) but works well enough or my needs
