Does Synchronet have a maximum speed for uploads?
No.
I have a 107MB down and
44MB up broadband but when I download files or QWK, I get a maximum of about 25K/sec no matter what settings I have on my end.
You downstream bandwidth is not really relevant for downloads from the BBS (that uses the upstream), but still 44MBytes per second (I assume you mean) is a lot more than 25Kbytes per second (assuming that's what you mean).
I use Procomm Plus 4.8 on my Windows 10 PC and Procomm Plus 3.0 on my DOSBox and both of them only get 25K/sec transfers.
That's probably your problem. Try modern BBS client, like SyncTERM.
Or is this a Telnet limitaion?
No.
Even on my internal network which is gigabit, I get the same. So I am thinking a speed limit in Synchronet or Telnet?
