It just an alternative spelling for chile as in chile pepper, the
fruit, and does not refer to the chili powder, the spice blend made
with ground dried chile peppers and other things, used to make chili
con carne.
Chili is widely used in several Anglophone regions of the world for
the fruit and the plant as well as the spice blend and the spicy
meat dish.
Chile is the Spanish spelling in Mexico. But in Arizona the fruit is
called chili.
Chilli was the original Romanization of the Native Indian word
and is still the British and Australian spelling of the fruit.
And then to confuse things even further there is the silly
affectation of people living in Illlinois to call chili con carne
"chilli".
